Well, people aren’t any more rude than in any other major Northeastern city (which is to say, they aren’t rude, but they’re busy). If you stop someone in Metro during rush hour who’se obviously in a hurry to ask them directions, don’t be surprised if they rattle off something really fast and then run down the escalator to get to their train. (Oh, BTW–if you stand on the left side of the escalators in DC, YOU’RE the one who’s being rude! Stand on the right, walk/run on the left!)
There’s a ton of homeless people–much worse than New York, Philly, Boston, Chicago. I’d be very surprised if you didn’t see any of them. Most of them are just people who’ve had very hard lives–poor education, discrimination, mental illness, PTSD, drug addiction–but that doesn’t mean they’ll hurt you or anything. Most will shake a jar asking for change or some food, but otherwise won’t bother you.
Right now there’s a lot of snow. Generally, DC has 4 seasons; spring time is probably the prettiest time to be down there. Summers are very hot, at least by my standards–every day above 90 degrees and 100% humidity isn’t unusual. Falls are pretty much rainy and ugly–the leaves kinda just turn brown and drop (compared with cooler places in the northeast). Winters when I was there were a lot more mild than what I was used to…but not this year!!!
