you cant involuntary commit someone (even for 24 observation) UNLESS they are threatening harm/kill to them self or someone else

You can only if they are threating to harm themselves or others its called the 51/50 rule. Although it may only apply to Mental Health centers.

I’m sorry about your dad- it must be a difficult situation.

The answer is basically no. The only real exception is it can be possible for The State to order a person into rehab. But doing this is extremely hard and he would need to commit a crime. It is basically like a judge ordering someone to prison. The other option is if he is a threat to himself, others, or gravely disabled he could be put in a psych hospital. And from there he could be on a 72hr hold or, if the doctors feel it is needed, longer. If you do that they might be able to convince him (and at least have him off the drugs for a few days). And even if he is not otherwise mentally ill sometimes intoxicated people will hurt themselves or another so the psych hospital idea could work. And at a minimum if he is ever violent or so intoxicated he needs medical help you could get him to a hospital and see what they can do.

Sorry I do not have a better answer. But involuntarily commitment for a depressed person is hard enough and for an addict almost impossible.
