It cost tax payers roughly $18,000 per inmate per year. Changing the way the Parole Panel reviews and votes (allowing for more inmates that are deserving) to be released would save the tax payers money in the long run.
I have no problem spending my tax money to keep those that would be a threat to society locked up. However, I do have a problem paying for those? that aren’t.
But, because they were convicted of a violent crime that’s all the board sees’s in their file and just stamps their file, denied due to “Nature? Of Offense.”
They work the systems, do everything that is asked of them, seek out every opportunity to better? themselves through holding a job, learning a skill and/or furthering their education. In addition, they will have a strong system of support established outside of prison. A lot of them even have some form of employment already established upon their release.
If they had the chance to go before the voting panel and actually speak their case in person then the voting panel would possibly be? able to see for themselves that just because they might have been convicted of a violent offense it does not mean that they would be a risk and danger to society if released.
This is the case of so many inmates that are serving lengthy sentences.
It is impossible to get a fair and justified judgment of someone by scanning through their electronic file on a computer, let alone in just? 3 to 5 minutes which is the average amount of time they spend on each person’s file. Especially, if they were convicted of some form of a violent offense. There are many inmates that are serving lengthy sentences for a violent offense however, it does not necessarily mean that they are a violent person.
If there is a split decision between the first 2 voters then it is sent to the 3rd for the final vote. In Texas they rarely do in person interviews with inmates aside from any offender with 20 calendar years served and who was not personally interviewed by a lead voter in the past two considerations is entitled by Board Rule to a face-to-face with a lead? voter.
The Parole System? and the manner that parole eligible inmates are reviewed and voted on needs to be reformed!!
The Parole Board is consisted of a two to three person Parole Panel that will review an inmate’s file. Files are sent electronically to the first two voters. Unlike a lot of other states where the voting panel meets together to discuss the inmates file, in Texas they review them from their individual offices. . They spend an average of 2 to 3 minutes scanning through them.
